The main debate going on here is Perth vs PNG.

There's 3 spots up for grabs in the coming decade. Not one. Three.
It's fairly obvious in my eyes that, whichever order, teams 18 and 19 will be PNG and Perth.
The biggest issue going forward will be who team 20 will be. That will be between NZ2 and Qld5.
I'd suggest Fiji / Pasifika, Adelaide, ect, are most likely left for the next round of expansion.

Two divisions of tenSurely if they go to 20 teams they need to have 2 conferences and 2 divisions in each conference
23 games - play each other once and teams in your division twice. - 230 regular season games.
10 team final series - Top 2 from each division qualify for the finals and have a week off before the finals- 3rd place in each division play off for the last two finals spots in that week
Either a cross conference final series or a NFL type final series where the two conference winners play off

21 and 22 being Adelaide & another Queensland club - whether that's SE-Queensland or something like Central Queensland.
