An NRL second division would be ideal for someone like PNG. The logistics and reality of life in PNG is going to make it a hard sell for the top grade, but if they had NRL2 it would work.

It’s not the storms job to fund jnr participation. That’s the job of Vicnrl which Is now a subsidiary of the nrl.
It’s not about being a perfect world, it’s literally the arlc’s mandate to grow participation of rugby league across ALL Australia. It’s their job. It’s an nrl clubs job to take the best 16 year old kids and turn them I to nrl first graders. It’s the ar LC’s job to get as many kids playing so the nrl clubs have depth to choose from. The arlc has failed miserably in this in many areas but especially in places like Victoria and WA.Yeah sure, we can all point at the other guy, but unless someone steps up nothing will ever change or improve. I a perfect world you are right, but it's not a perfect world. The Storm need to start producing quality juniors. They can sit back and wait for the unicorn to appear, or the can get proactive and do something that will only be to their advantage further down the line.
Also maybe if the Victorian junior base was stronger the Vicnrl would also be in a stronger position to actually contribute more too. The NRL/ARLC is the one that really should be doing most of the heavy lifting at this stage of Victoria's development anyway.

when the arlc forcibly took over nrlvic, nrlwa etc and disbanded their boards and independent management they assumed all responsibility for the game in those states.

Why does it? The QLD Cup model works great. Spread the teams around population centres encouraging participation in those areas. AFL 2nd tier in their states is similar to the QLD Cup model. It's only the NSW Cup model that is wrong. Having those 2nd tier teams spread out a bit to places like Tamworth and Coffs Harbour for example would help. They can have similar affiliations like the QLD teams do with the Bronco's spreading that 2nd level talent between 3 teams. They also then get the benefit of 3 lots of talent trying to vie for a contract.

That with what VicNRL get over that 5 year period is more then enough to get LeagueTag into schools as well as get talented kids staying in the sport.

There are no expectations or strings attached to the $5mill above cap grant so the idea the clubs are throwing these new found riches at Jnr Rl is laughable.Are you saying that the Storm are receiving $15m on top of the $17m club grant which is about $5m above the player salary cap?
Except the QLD sides are going to one single feeder club model as in NSW.
It makes it very hard for those regional sides to compete long term

How is that true? Storm just added another feeder club.
So they now have the Nth Sydney Bears, Sunshine Coast Falcons and Brisbane Tigers under there banner.
Broncos have Wynumn Seagulls, South Logan Magpies and the Norths devils and I believe are taking the Burleigh Bears off the Titans. So they will have 4 feeder clubs.
Cowboys have the Cutter, Pride and Blackhawks as feeders. But have requested to move to a single feeder club arrangement.
Dolphins have Redcliffe and the Central QLD Capra's
The Titans are also moving to one feeder club.
Geez even the Bulldogs grabbed the Western Clydesdales to be a feeder club.
I suspect some other NSW Clubs will look to form arrangements with the QLD Cup teams that don't have a feeder club arrangement with the Titans and Cowboys letting some go as it's a good way to get talent that you probably don't have at the moment.
Keeping talent in the areas they are coming from so they are well supported with family and friends and an opportunity to get a pathway to one of the bigger clubs is the key.
