Laid against the code of conduct. Ring the NRL and ask them to explain. I don't have a copy of it. Just going off what Smith said. I assume the people advising him would be able to explain it.

In the scale of sins it would seem the NRL consider systemic drug cheating by a club worse than salary cap rorting. Clear they set the fine at an amount Cronulla can cover without going broke.
