I think I understand your point, if so, the situation is just as hopeless than I thought.
Back in the 1940’s the USSR wanted to make nuclear weapons illegal. That wasn’t adopted.
I guess they had a large conventional army that the west was afraid of. Sweeping through Europe etc.
Oppenheimer wanted a central world authority to control the weapons. Well the Russians couldn’t agree to that obviously, because permission to use them and access would be denied to them I guess. Plus at the time, only the usa had them.
So a stalemate.
I’ve read a lot about the Manhattan project, it was started with noble intent but look where we are. Nuclear states forcing their will upon smaller nations without the ability to mount an effective response. Can’t call friends etc.
Or bizarre regimes like North Korea pumping them out like cars.
