Why do we need to spend $260 million dollars to develop a "business case" to build infrastructure?

Going off that, that's $2.6m / kilometre of line just to decide whether it'll be viable or not?

Or am I missing something here?

I don't know and I don't understand that either. It should cost a fraction of that one would think. Those sorts of expenses are obscene.
Maybe our resident engineer @Twizzle might know?
The business case for the Nowra bypass is costing $100 million. I just don't get it.

Nowra bypass isn't easy. I heard there isn't anywhere direct to put it and why they've held off.

That's true, it's a difficult one across a flood plain, but seriously?
$100 million for planning? That's obscene!

And, they have a pathway to the west of the town that they have reserved.

I worked on a major rail and port infrastructure planning project where we spent $200M on prefeasibility studies which included engineering, commercial, land, approvals, traditional owner negotiation and detailed options analysis but I'd describe that as much more than just a "Business Case". The project never went ahead but it would have cost $10-12B to deliver. That was 10 years ago.

Yeah see that's more than a business case by far, you're doing a lot of work that'd have to have been done at any rate had the project gone ahead.

Worse though in that article it refers to it as "the final business case" which indicates obviously that some of that work at the least has already been done.

If I'm to be honest it just looks like a means by which to funnel more public money to the private sector, whilst engaging in a fair bit of arse covering should things turn to shit, or they simply change their mind.

Fair call. There doesn’t appear to be a lot of transparency involved. It’s a lot of money.

It has indeed. Trying to outsource all responsibility and have someone else to blame when it inevitably goes to shit.

There's a street adjacent to Randwick Racecourse called Doncaster Avenue. We joke about the NSW Gov project to drop in a green bicycle path from Kingsford to Centennial Park. It's already a wide street, so plenty of room for a bike lane.

Why do we joke ? Project cost - $240 Million
