I’m fairly confident the above was tongue in cheek, in the off chance it wasn’t.
To be fair, one of your CEO’s gave evidence during a criminal trial stating the out of salary cap cash payments were made to players.
IMO that practice has been common place at Brisbane, as it has and would be at other clubs. How the Broncs have escaped any media scrutiny for this practice is astounding.

It still requires there being a concluded agreement with a third party, and the evidence suggests that this did not occur. If there is no agreement, there is no TPA and nothing to report and nothing to guarantee.TBF it was witnessed and the verbal agreement was guaranteed then its still a contract and they can be held to it. I really don't believe that TPJ is the sharpest tool in the shed and this seems to emanate from Hooper (another blunt instrument). I will be surprised if there is anything to it, but with the shit show my club is at the moment it is not beyond the realms of possibility.

Ben Dobbin revealed the Broncos boardroom would likely push for revised contract with incentives for Pangai Jr to meet.
“I reckon he is going to have to take a hair-cut on the pay,” Ben Dobbin told Triple M.
“He will admit he is wrong and get a restructured contract with some clauses in it.
“If they restructure the deal to a one-year contract in the Broncos favour and he proves to the club that he wants to be there and stays on the field.”
Wow that would be incredible. TPJ accuses the club of a dodgy TPA and as a result is forced to take a reduced contract which also reduces the clubs salary cap hit - probably with larger TPA deal.... nothing to see here. I'm sure the NRL couldn't possibly allow something so farcical.
Pure speculation time but is this more evidence if any be needed of Brisbane's masterful contract management? Imagine a fictional scenario where the club is happy to play hardball with a talented player who by his own repeated actions on and off the field has revealed himself to be a complete liability.
In response, the by-now desperate player is lead down the garden path by a journo serving his own interests which only reveals the utter weakness of the player's negotiating position. Brisbane, happy to let him go knowing he's demonstrated to the entire comp he's worth a lot less than his talent alone would suggest, make a low ball counter offer allowing the peanut to stay.
I'm sure the NRL couldn't possibly allow something so farcical.
