He may have been right that it was an option but it appears from the post quoted below that you needed to actually choose it when you applied and you would get the other tickets as long as you selected them.

hindy wasn't "given" them, he applied for them if he has them as it looks as though it is a selection when buying the membership.

So the answer to hindy's question is that as you have selected the free junior ticket with your GA adult ticket the junior will always be accounted for as a "seat".
