Yep, the article goes into that. Speeds in the CBD's are obviously slower than in the suburbs due to more pedestrian and vehicular traffic and interestingly speeds in Melb. and Sydney CBD areas are similar. Driver compliance (i.e. don't prang the tram, man!) also plays a part. There is a claim in the article that adherance to timetables also plays a part due to penalties on operators if they do not maintain the agreed SLA.I say that without having read the article…
