Yes but it would be a financial drain for the NRL, at a time its planning on expanding both its own national men and women's competitions. The NRL may be in a stronger financial positing than the UKSL, but the NRL's financial resources are not bottomless, especially if the NRL's finances are tied into player collective bargaining agreements guaranteeing players a certain fixed percentage of it.
This wouldn't be getting looked at if there wasn't a plan to leverage both comps to make some additional revenue. NRL aren't just looking to buy SL to hand out money, they obviously have some thoughts on what they could do with the bigger English and French clubs.

Of course otherwise, most 1st graders that don't get picked in 1st grade that weekend don't play at all...
Otherwise all the players that are reserve grade Who are over 22 would flee to England
If you had a national reserve grade would you need a national 21s though?

Clearly there is a possibility for money to be made from S.L. Vlandys can see it. Just like buying a private Jet for the NRL.
