The crowd looks bigger than reported to me.
The grandstand looked close to full, and must hold at least 1000 - maybe even 2000 - and it looks like others were standing around the ground.

Those photos do make that French jersey just look like a temp jersey, with the FFRXIII logo a square patch just stuck on over the V.
