They believe Albo's and governmental support makes it a fait accompli, are seeing dollar signs, and are going to try and take them for everything they have. They might agree to the team's training base being temporarily based in Cairns, but they won't willingly split games with them and have already said that they intend for the team to be permanently based in PNG as quickly as possible.
It's almost like convincing people they're going to get everything they want undermines your position to negotiate...

YesSo now we've got the federal govt spending hundreds of millions of dollars for a stadium in Cairns for maybe a few games, and hundreds of millions of dollars for a team in PNG, and presumably hundreds of millions of dollars to upgrade the Port Moresby stadium since PNG can't afford it.
