All of those are legitimate concerns. There's a supermarket literally across the road from the site that I pointed out. This is a list of the nearby embassies nearby. All their families go around these areas without many problems.

Good discussion on Offsiders with Ryan Hoffman about PNG. He said the main concern for players and officials moving there would be living conditions. He rasied the security concerns but added that living in a compound where you ‘can’t go down the shops’ would not be ideal either. Lots of work still to come here.

Offsiders is PR for AFL. If PNG expansion was an option for the southern code, they'd be jumping at it.

The NRL has scrapped that option and will instead focus on basing a team in a gated community in Port Moresby, with players offered tax incentives to convince them to play there, given PNG’s health and safety risks.
“For the programs to work, it has to be based in Papua New Guinea,” V’landys said.

“One of the big things for us is the tax concessions. You want to get people to go over to Papua New Guinea, who have the necessary skills to be able to deliver what we want to deliver.
“We need the best people over there, so in order to do that you have to have an incentive. You have to have tax incentives.”

this is the best way to do it.

set the players up in fee housing in a beach resort location, with space for sponsors/diplomates/guests. (They would need to fund a big stadium with heaps of cheap seats and some great corporate boxes)

use the club as a way to build a resort tourism industry and all of the diplomatic goals.

then to get players in, offer tax free salaries, several flights home through the year and maybe summer training camps in Australia.

getting players in would be similar to getting foreign workers to move to Saudi Arabia for a few years; totally doable for the right offer/set-up

living in compounds for work is not the craziest thing. It is definitely a tough choice, but for the right offer people will do it.

example: ive got a friend from a big4 consulting firm who moved from Sydney to Saudi Arabia with his same company.

he didnt get a pay rise, but they cover cost-of-living and he doesnt pay tax

he might save $10k/month. After 5 years, he could be looking at buying a house in Sydney without a mortgage.

as a deal, it definitely has some positives

Umm you realise that the Saudis are able to attract players because they don't have a salary cap right? They attracted players by offering hundreds of thousands more per week than European clubs were offering. PNG doesn't have that ability.
