So the proof of success is what this brings. Forget the political stuff, the reason why the NRL have gone to PNG is because they believe it will result in a massive influx of player talent that will strengthen the comp and allow for further expansion. That they can do this on the Australian government $$ is a massive bonus.
How many NRL quality players will be produced? In the next few years a few. In the next 50? Don't know, and I'll be dead anyway.
Bonus : 18 teams Equals 1 more game to sell.

From an NRL perspective the markers of success have nothing to do with kids going to school or tourism, that's for PNG to measure.An hones Success would be more kids going to school (NRL ambassador programs, etc) and early stages of a tourism industry (it has the makings of a new fiji, hopefully all it needs is that first bit of infrastructure and publicity to get it goong)

It's why the only time this became realistic was when the Govt committed to funding it. If it can generate $20-30mill needed without Govt money lets hope we dont have to find out for a decade or more!
