It seems fake census or pm type power which is usually a mafia thing.

If we assume the census is wrong and its a normal mafia make up with maybe 7 or 8 bad guys max getting a 50% call is better then shooting the in dark. Not sure its worth acting on but.

If the census is fake theory is right and we do have a normal amount of mafia JM being 50% likely to be bad is better than we have on anyone else.
