I reckon instead of the six again penalty it should be you get a kick at goal if you want it plus if you get the goal it is a line drop out if you miss it same.
Otherwise a penalty is a repeat set (but no kick for sideline) instead the D has to drop 4 defenders to the in goal for a couple of tackles.
