Probably like the rest of them at moment, it will be tied to possible salary cap increases over the duration of the contract.

Most are suggesting its $1M a year. Anything over that would be speculation on possible 3rd parties
Interesting you mentioned 3rd parties, this article is suggesting one of the key problems Dolphins are having in signing players is in their lack of business relationships and inability to get 3rd party top up deals for players. At this moment in time the lack of strategy for expansion and the rushing in of the Dolphins at the 11th hour seems to be coming back to bite the NRL. If Dolphins dont land Munster, Walsh and a couple of decent outside backs then they are going to be whipping boys in the first season which is not good for anyone, especially future expansion hopes (just will reinforce those who believe there isnt enough talent to expand)

Keeping it in the family!

The Dolphins have made the big call on the halfback to steer them around the park in their inaugural season - Panther Sean O'Sullivan.

O'Sullivan's form in the opening three games for Penrith in the absence of star halfback Nathan Cleary was enough to convince the Dolphins that he can do the job next season.
The club is believed to have signed O'Sullivan to a two-year deal - and hope to lure Melbourne superstar Cameron Munster to partner him in the halves. But the decision was an awkward one for the club given that Sean's father Peter is the new club's recruitment manager.
The contract is a show of confidence in O'Sullivan, who has been a journeyman for much of his five-year career in the NRL. O'Sullivan has played for four clubs in that time - the Roosters, Broncos, Warriors and Panthers - and had just 24 games.
But the nuggety halfback played the best football of his career in his brief stint with the Panthers and that was enough to secure him a deal with the new club.

No surprise at all that SOS looks like going to the Dolphins. He's a first grade half who will only ever be a backup where he is. It was probably his plan all along especially with his Dad being recruitment manager. Convincing the coach would have been the hard part.

The Wayne has now come out and denied that he has been signed. I agree he would probably do the job for the Dolphins.
