Looking more likely to be mid June for total handover. I can see an announcement on May 1st of who the commisioners are and laying out the timetable for total handover. Makes expansion seem much more likely for 2014 rather than 2013.

A TELEPHONE hook-up between rugby league powerbrokers yesterday pushed the independent commission one small step closer to reality but still couldn't finalise the inaugural eight commissioners. Those charged with finalising the commission - News Limited chief operating officer Peter Macourt, ARL chairman John Chalk, QRL director Terry Mackenroth and South Sydney chairman Nicholas Pappas - spoke for 90 minutes but only moved forward marginally.

There were, however, no political dramas and former ARL chief executive John Quayle is still certain to miss a place on the commission.

Pappas spoke with The Daily Telegraph yesterday but was reluctant to discuss any details. Asked if the eight commissioners had been decided, Pappas said: "Not yet. We still have work to do."

Are these guys trying to f**k with my head?

They speak for 90minutes..... How could decide the final 8 in anything less. This is getting beyond a joke. Someone lock these numbskulls in a room till we get a result. 90min blocks will see the game get an IC in 2020!

hahaha. Under this model we will see less teams, not more.

Maybe a team will be run into to ground and the shell can move to Perth.

It is a long way forward to 1995.

Well 2 days to go and its April 30 the day that the IC would be up and running

Wonder what excuse will be pulled out of the hat this time to stop it happening ?

It has already been announced that it will be put on hold for some time.

the QRL and newslimited are preventing it from going ahead.

There will obviously be friction coming out given the history. The important thing is it happens.

Last i heard a group of candidates (20 odd) had been selected and circulated to the stakeholders to be reviewed. So they are probably wrangling over the list.

The NSWRL and QRL couldn't agree that the sky is blue. Whichever one said it was blue first, the other one would immediately argue that it is red.

By the way, are the CRL having anything to do with trying to form the IC, or have they finally been told to get stuffed?

politics, was never going to be easy. I'm sure News are wrangling for some concessions in their favour. Heard that the demand for them to sign a contract stipulating they would never try to run a rival RL competition is the latest sticking point.

The CRL are involved, i'm not sure in what capacity but they are in it. I remember the Storm CEO saying to his members that he had came back from Sydney "discussing the formation of the IC with the NRL, NSWRL, QRL, CRL and whatever else RL's there is".

Update on NRL Independent Commission

The NRL Club Chairmen met in Sydney yesterday to discuss the progress towards the formation of the Independent Commission.

The meeting took place against the background of press reports some weeks ago to the effect that News Limited was hopeful of the Independent Commission being in place by tomorrow, 30 April, 2011.

The NRL Club Chairmen were concerned that two key agreements necessary for the formation of the Independent Commission have still not been finalised despite lengthy negotiations.

The meeting received a report that the Members Agreement has not been finalised due to the insistence by the QRL that its sovereignty over Queensland rugby league be enshrined, while the Partnership Dissolution Agreement has not been finalised due to the reluctance of News Limited to provide a commitment that it will not start any future competition which competes with the NRL.

It is a matter of considerable concern to the Chairmen that the formation of the Independent Commission, designed to free rugby league once and for all of vested interests, is being delayed by such issues.

The formation of the Independent Commission has always been of fundamental importance to the future of the game. With the commencement of negotiations for the new media rights deal now overdue, with the AFL apparently having now negotiated a lucrative media rights deal, and with the licences of all NRL clubs expiring at the end of this season, the immediate formation of the Independent Commission has now become critical.

The NRL clubs call on the ARL and News Limited to finalise all outstanding agreements to allow the formation of the Independent Commission within the next seven days for the benefit of everyone in the game, and to respect the time frames for the formation of the Commission, which they, themselves, have set.

The QRL is seeking to protect its own position in the hierarchy, reserving the right to lock out any other official body that might want to do something in the state to build and grow the game. More directly it's to stop the Queensland Cup clubs having the right to walk out on a comp controlled by the QRL and join an NRL funded second tier. A subtle difference between self interest and the interests of the game.

The formation of the Independent Commission has always been of fundamental importance to the future of the game. With the commencement of negotiations for the new media rights deal now overdue, with the AFL apparently having now negotiated a lucrative media rights deal, and with the licences of all NRL clubs expiring at the end of this season, the immediate formation of the Independent Commission has now become critical.
The implicit threat. All other parties better get on with it and form the commission or at the end of the year the clubs are free to leave and form their own IC without any concessions to News or the QRL. Also implying those holding out should concede their remaining demands ASAP or risk being left with nothing in the new regime.

Gee, you're not loyal to QRL at all, are ya Quidgybo? :lol:
I've made no secret of the fact I believe we don't need five major RL bodies (NRL, ARL, NSWRL, CRL, and QRL) to run all levels of the game in Australia. Not in a country this size, not in the 21st century age of telecommunications and jet transport. I believe the game should be run by one, or at most two closely intertwined bodies (top tier club comp and then everything else). Either way, arbitrary state borders and state patriotism shouldn't define our organizational structure. My preferred outcome is that ultimately the new IC will subsume the responsibilites and absorb the foundation structures of those major bodies still left from the old regime. As such I have no particular affinity to any of the existing bodies. My loyalty is to the game.
