A balance of what? If you have a forward that's big, powerful, and aggressive it doesn't matter what his last name or racial background is. If you have a half that can kick well and constantly takes the right options, it doesn't matter what his racial background is. If you have a back that is skillful and fast, it doesn't matter what his racial background is.

I guess some people need a player to relate to and because they're boring as shit in real life they only have their skin colour that they can relate to.

Nabouli was highly rated by Penrith.Problem is they have Mansour and ZWC.Plus Kevin Nagiama and George jennings coming thru. Not to mention Moss and Waqa Blake.
