If threatening to poach other teams players is the type of threat you're referring to, then yes they are a threat.

I thought the whole idea of the Titans joining the NRL is so they could bring in more young juniors from QLD cup and the like. So far they've done that with maybe 1 or 2 players, the rest have been poached by other clubs.
