They will have heaps to spend and there are still plenty of players off contract.Because, with all those big-name players leaving the Tigers, he might not have much confidence in the club. Might not want to stay there.
On the revenue sharing:
What if players were to get 49% of revenue? They make the product what it is don't they?
So if it is $590mill, they should get something like $290 mill to be allocated towards player salaries. That would put the amount allocated to players at something like $18million per club.
Of course I don't know what the yearly administration/ promotion costs of the game are? But I would imagine giving each club $18million and setting the 30 man squad cap at a big number would be a good thing for the game overall.
Perhaps the NRL could stipulate certain benchmarks required to receive full amounts of funding? Perhaps they might like to war chest a couple of extra portions in order to have money to expand the game in the future?

The status quo (2016) is as follows.
The NRL's total revenue is about $350m (of which about $205m is broadcast revenue after deducting contras, gross broadcast revenue is about $222m)
From that they have the following expenses:
Game day / events $72m
Admin $22m
Football $16m
Integrity and Sal Cap $3.2
Leaving funds for distribution of $217m
From that $217m they distribute:
to Clubs $160m ($10m each, 45% of total revenues)
State bodies $30m
Development $30m.
Leaving a deficit of $2.6m
Now the question is, what the total revenues really forecast to be in 2018. The new Tv deal was approx $1.8 million over 5 years or $360m per year ($140m higher than 2016). That would put total revenue at $490m, so the other rights sold must come to approx $100m (to get to a $590m revenue for 2018). Or there must be improvement elsewhere.

So they spend 3.2m on the integrity unit and policing the salary cap... which comprises sitting there playing solataire all day until someone comes and dobs someone in

I would suggest with how inept they are in general, jobs for the boys is in full swing!
I think the point is do the NRL Administration (a total of the first four items) need to be $113.2 million or almost 1/3rd of the revenue.
Also, I don't think the grants to the clubs is $10m each, I believe it's less than $8, so the remainder is for the administration of the Knights and Titans and odds and ends.

Game day costs, events and sponsorship (the largest component of the $111m) are not (largely) administration per se. The NRL don't own the venues, so this includes the commercial relationships with stadia, ticketing agencies sponsorships and costs incurred on major events (SofO internationals etc).
Football includes the cost of training officials, paying them, the bunker. It's not admin.
They will have heaps to spend and there are still plenty of players off contract.
