Except every article about players weighing up options (see Matto early this year) says they have until round 13 of the preceding year to declare if they exercising option. How likely are the journalists to be wrong so many times? Or how likely is RCG to have a different expiration date?

Campbell-Gillard is in much better form than when he negotiated his previous contract with us, so it makes sense that he would want to negotiate a new contract rather than take up the option he agreed to back when he was in less demand. That's true whether the Panthers were still paying him next year or not.
Unlikely it would be the only reason. Even if he wanted to go back to NZ, enough extra cash (on top of whatever the Warriors are offering) would probably convince him to remain in Sydney (at whichever Sydney club made the offer) or even move to Melbourne or elsewhere.I would not begrudge him if that was the reason for leaving

He's getting the same amount per year as the original contract, but instead of coming off contract at 30 (if we didn't take the club option) or 31 (if we did), he would be 32. Isn’t Mahoney and Paulo managed by Ayoub? If so, that’s the problem.Gutho is being offered an amount which is basically for a top 5 fullback, which unfortunately even with this skill set he isn’t. As much as he is liked by the fans, this is making it tarnished. Poor advice from his manager and he hasn’t grasped how the situation is impacting on him.
Imagine if his contract costs us Reed, careful consideration from his side needed.

He's not at his peak (as a fullback) anymore. We all like Gutho and the energy that he brings, but he would be better served in another position in the roster. Where?
