I think they have to. To be honest I'm struggling with the justification the club gave, and the reasons the NRL accepted it. Surely Mitch Rein could've played the same role.

Rein is a hooker

So he wears 6 the week before and we go to the NRL and say we want a backup no. 6 in our 17.
They cant say no, you have a 7 so that will do. They have to give the exemption.
