Police hold grave fears for Ryan Sainty, 20, who left his home in Park Avenue, Woy Woy, at about 12.30pm (AEST) on Friday.
Mr Sainty, an up-and-coming rugby league talent with the Newcastle Knights, took his surf ski with him, telling his mother he was going for a paddle for about an hour.
His mother called police at about 5pm when he hadn't come home.
Police say a man found the blue ski upside down on Brisbane Water with a paddle and a wind jacket tied to it.
"Representatives of the police air wing, Brisbane Water Local Area Command, the volunteer coastal patrol as well as waterways and so far there has been no sign of Mr Sainty or anything that could shed light on his disappearance," a NSW police spokeswoman told AAP.
She said the search would continue throughout the afternoon.
"It will be continuing for as long as it needs to.
"The requirements for each day's search will be assessed on an ongoing basis."
The episode has brought back painful memories among the rugby league community after the presumed drowning of New Zealand Warriors player Sonny Fai at a west Auckland beach.
Fai, 20, was last seen swimming with family members in January when they became caught in a rip on the rugged coastal beach.
His body has not been found.
Mr Sainty played for the Newcastle Knights in the NRL's national youth competition Newcastle Knight's Youth Competition.
"Brings back awful memories of Sonny Fai all over again," reads one post on The Newcastle Knights Forum.
On a Facebook page set up in honour of Mr Sainty, supporter Tui Belvie wrote: "I support the Warriors and know how heartbreaking it is to lose a player to the sea. I pray that there is a better outcome than what happened to Sonny Fai."
Mr Sainty's father Terry said last night that his 193cm-tall son was a healthy and happy man.

No hope for missing footballer: police
Two weeks after his disappearance, police admit they have lost hope of finding missing footballer Ryan Sainty alive.
The 20-year-old was last seen by his mother leaving the family's NSW Central Coast home on Friday June 12.
The fit and healthy sportsman left his Woy Woy home planning a one-hour paddle on his surf ski.
About four hours later the ski was found adrift in waters off nearby Saratoga. A paddle and jacket were tied to the craft.
"The likelihood now of us finding him alive ... is fairly remote," Inspector Graeme Parker from Gosford police told AAP.
"All they (searchers) would be looking for from this point is a body."
Air, land and water searches went on for days after Mr Sainty's disappearance.
On Friday divers continued to search Brisbane Water.
"That search is being made difficult because much of it is in areas of mangroves," Insp Parker said.
The search has focused on an area of Brisbane Water between Rip Bridge, and Paddys and Lintern Channels, which Insp Parker said contains a few islands, plus marsh and mangrove-type terrain.
A 15-year-old girl told police she saw a man struggling on a kayak or surf ski in the water off Saratoga on the afternoon the former Newcastle Knights player went missing.
"Other than the initial report from the young girl who said that she saw someone struggling, we have no information that has turned into anything substantial," Insp Parker said.
Investigators have ruled out any suspicious circumstances and are focusing on the period leading up to Mr Sainty's disappearance, in the hope of determining where he planned to paddle.
