OK, so for arguments sake, let's say the NRL investigation reveals nothing, in fact, it completely exonerates the board of wrong-doing and shows that the leaked minutes are just as the board said, taken out of context, and completely fine.
You think Greenberg should hold a press conference and say "Our investigation has given us no evidence to levy any punishments on Parramatta, however, the DT are absolutely sure that they were cheating, so I am now going to deduct 400 points from the Parramatta Eels because they told me to".
What message does that send?
That tells the DT they can railroad any team they like because regardless of what evidence does or does not exist, Greenberg will do what we tell him because he is afraid of us. Hey, who should we go for next, who does everyone want to see fail, maybe we can have a go at bringing down the Bulldogs next, they're a popular team, heaps of people will want to read about that, right?
Just an extra thing, If Greenberg is worried about what the DT will do if he makes a decision about the NRL contrary to what they are writing, he doesn't belong in the job. If he's that spineless that he will cow-tow to the like of a newspaper, he should be fired immediately. If they come up with no evidence to punish us, he should laugh off the articles as the unfounded trash they are, publicly. Then he would be sending a message saying that HE runs the NRL, not the DT. That would be a message.
