do the board play a part in deciding the structure of the place - ie who should be involved in what?

did they appoint Seward to solely manage our cap?

I just wondered what people think the role of the board is in the day to day operations of the Leagues club and Football side?

As far as I understand it, the CEO runs the club, the board appoint him, and are consulted on questions about the direction of the club or big decisions, normally at a monthly meeting of all board members.

I know a lot of people have issues with Daniel Anderson, that is their prerogative, but till the middle of this year was he in charge of the salary cap? Or was that ultimate responsibility left with Scott Seward ?

There is a saying in the Balkans and roughly translated it says.'"we don't know who is drinking and who is shouting." Doesn't matter which side you are on, the place is a basket case filled with people with no ability and extreme incompetence. The silence from Sharp and co is alarming. It is obvious they have no idea about anything. And we need Spags and Fitzy back like a hole in the head.

Eels hire former NRL salary cap auditor Ian Schubert to fix financial issues

The Parramatta Eels have hired former NRL salary cap auditor Ian Schubert to clean-up the club’s financial issues.

For 18 years Schubert was the NRL’s salary cap auditor with his investigation into secret player payments leading to the Melbourne Storm being stripped of the 2007 and 2009 NRL premierships.

Now Schubert is back, almost two years after quitting his post at the NRL, to fix the Eels’ salary cap dramas.

Parramatta are nearing finalisation of an independent review which was required to be undertaken at the demand of the NRL following a series of secret third-party payments being uncovered last July.

Schubert’s appointment is seen as a determined bid by the club to avoid becoming embroiled in any further salary cap issues in the future.

Working closely alongside head of football operations Daniel Anderson three days a week at Eels HQ, Schubert has been signed by the Eels to a 13-month contract.

Describing Schubert’s inside knowledge and experience as an asset, Parramatta chairman Steve Sharp said the club had been able to not only move towards total control of their cap, but also that they had now space leftover to spend on any desired recruits ahead of the 2016 season.

“Schuey has been fantastic — he knows the salary cap better than anybody,’’ Sharp said.

“In the short time that he’s been involved with us, he’s been great.

“We’ve been able to clear up the salary cap, create space in our salary cap and for want of a better term we now own our salary cap, instead of being bound by contracts of the past.

“But further, there’s also an education process going forward to teach the key people in our organisation exactly how it (salary cap) works and what the expectations are.

“It's a win-win for us because we get an education process and we get his expertise to help clarify and fix up what we’ve got know.’’

It was in July that the Eels were levelled with a fine of $465,000 by the NRL for salary cap breaches.

The drama flattened head coach Brad Arthur’s ability to use certain players during the 2015 season, for fear of facing further wrath from the NRL.

Along with the heavy fine, the NRL threatened to strip the club of competition points next season, should they fail to undertake a corporate governance review by February.

However, that review is well under way with Price Waterhouse Coopers leading the inquiry.

“We’re three quarters of the way through the review being done by an independent company, which is PWC,’’ Sharp said.

“We went to three tenders, they were agreed on by the NRL based on the selection process.

“They're doing that report right at the moment, they’re expected to have the first draft of the report completed by the end of the month and hopefully before Christmas we’ll be sitting down with the NRL and going through the acceptance of that report.

“Then we could implement any recommended changes over the Christmas and January period, so that by mid-January the NRL can come out and give us the all clear and we can move ahead.’’

Parramatta Eels sort through salary cap nightmare and see greener pastures
PARRAMATTA are on track to start the 2016 season with their salary cap in working order after completing an independent governance review.

Chairman Steve Sharp told The Sunday Telegraph the Eels have worked ­tirelessly to correct their cap and meet the NRL’s February 29 deadline.
Barring the completion and approval of a few final details, Sharp is extremely confident the Eels will have their salary cap fixed to meet the NRL’s requirements and commence the 2016 season on positive points.
“We are still waiting for a few determinations to come back, which will determine how healthy our salary cap will be next year, but we are confident those submissions are going to be welcomed in a positive light,” Sharp said.

“We’ve had a governance review conducted and they’ve come back with 129 recommendations for improvements for all different facets of the business.

The NRL will require a number of those to be completed by the February 29 to satisfy the government’s requirements, but we are confident we’ll have all that done to meet the requirements moving forward.
“We are now looking forward to what we can do in the next 12 to 18 months as far as our salary cap goes. We are building a roster that I’m really confident about and I think we are a top six team.”
Sharp said the entire Parramatta club had worked overtime to fix the salary cap, but he reserved particular praise for Ian Schubert.
The former salary cap auditor has worked with the Eels in a consultancy role for the past 13 months, providing insight and advice.

Ian has been invaluable,” he said.

“He has been not afraid to bring the tough recommendations back to us.
“His role was to help us get the cap back in order and to educate people in the club about the best practices going forward. Ian was the salary cap auditor for 17 years, so he knows the ins and outs, what is achievable and where you are going wrong.”
Thanks to the help of people like Schubert, Sharp has no doubts the Eels can focus on winning football led by new recruits like Kieran Foran and Michael Gordon.
“We will not breach the salary cap next year because we’ve worn a whole heap of pain from what happened to us in 2014,” he said.

And maybe determinations on specific 3rd party components, that could reduce the salary component of agreed deals (e.g. Foran)?
