Pretty sure he qualified it with somethinf along the lines of the fact they were caught 'cheating the salary cap rules', which is different to breaching the salary cap.
Essentially, it sounds like we had set up a system via setting up a new company to cheat the cap using 3rd party payments. But in 2016, even with this system, we didnt actually exceed the 2016 cap - but in 2017 they did. Sounds like the system was set up to try and keep the 2016 squad together.

Meh there's negativity all the time - it's actually how the sport survives.

NRL doesn't survive this drama, it survives because of it, only need to check any forms of SM. Fan engagement in over drive because of it.
