I think it's a bit of both.

Carroll put him in a situation to make a split decision situation, but Wilson pass/choice was also bad.

If Wilson passed to the receivers left arm & it was a completion or incomplete, nobody would think anything of this play.

If it was me (Madden), I would have ran it - I just don't think it was that big a bone head decision as a lot are making out.

Well yeah exactly.
It's a call/throw that didn't neccesarily need to be made.
I could understand if it was like 4th down because then you have nothing to lose but it's the fact that it really looked almost careless.
D are going to be like vultures in a situation where the game is on the line and somebody throws.

It was a pretty poor call, I agree that if you're gonna throw at least use Lynch on the playaction and get Wilson into space off the bootleg, that way if there's nothing there he can just throw it away
