no way ... every team will try and illegally force a turn over on the 1st tackle as all they risk is giving away 1 tackle and no ground .... stupid idea
A team can still kick for touch and continue on the first tackle.

I like c_eagle's idea as well. The problem with the current system is that penalties are too often dubious, and the penalty is often disproportionate to the offense committed.

Agreed, thats why I think we need a change.

I would have no issue with a 10 metre gain of ground and a quick tap instead of a kick and repeat six.

Its just too much advantage IMO,for what is often either a duboius penalty or a soft one.

I've said this for a while.

Teams should have an option of either kicking for touch and continuing along the tackle count or taking a tap and restart the tackle count.

Teams that work hard with a good kick chase and defense in order to gain field position should not be on the same level as a team that gets a dubious penalty (which happens way too often these days).

Without giving your idea an enormous amount of thought I think it's a great idea.

One thing I've been thinking for a while as well (in theme with what we are talikng about) is that the kick out on the full from the restart should not involve a penalty, but simply a scrum feed from half-way (following on the rules from an in-field kick) to the attacking (receiving) team.

Tbh, c_eagle's idea is pretty swell, and I'm not just saying that cuz he's a great guy.

All we need to do is get Steve Price on board and we might be able to take it all the way to the top!

Don't really see the problem with the current system.

If you were going to make penalties less severe, though, you would have to introduce tougher penalties for professional fouls. Rugby league players might not be brain surgeons, but they'd figure out pretty quickly when it was in their interests to give away a penalty.

the current sytem is fine... it puts alot of defences on the rack and the best defenses will aim up.

i think referees should let the game flow more though. Some of the play the ball penalties are ridiculous and give too much advantage... penalties only when really necessary.

the thing io do love about league is the way it does evolve though... its why union is so boring caus they pretty much never change anything to make it a better game.

Good Rule Changes
40/20 Kick Rule
10 Metre rule

Bad Rule Changes
Stripping Rule
cant play the ball forward when theres no marker.
stopping the quick taps.

The stripping rule problem is overstated...if you were to make it a free-for-all, the game would revert to a bash-a-thon with few offloads. The grass is always greener on the other side...

In my opinion the first rule that needs changing is the benefit of the doubt to the attacking team. It defies logic.

If it cannot be proven beyond a reasonable doubt that a try was scored then it should be no try. Why is it that if you can't see the ball grounded, can't conclusively see a put down that a try should be awarded? A try is far too important in a game to be given without certainty.

I think the change that needs to be made regarding penalties is to do with playing advantage.

Referees should be encouraged to use it more.

So I suggest when the referee rules that advantage is over the attacking team should have the tackle count restarted ie. a zero tackle.

For example, Team A was offside but advantage was played and then Team B scooted 20 metres down the field. The referee determines that the advantage is over and rules a 'zero tackle'.

It's probably where the team would be if they'd had a kick for touch, but their momentum hasn't been stopped.

So much of the game is about momentum, and sides give away penalties to stop their opponent's momentum.

A lot of the time this includes professional fouls but players get off with a momentum stopping penalty because it wasn't 'blatant' enough to go to the sin-bin.

Perhaps if we had the option of the 5 minute sin-bin again refs would be more willing to use it.

Cheers.
