I feel like this should be standard practice. If I can match my socks...
Nanjing doesn't get quite as cold, but Mao (in his infinite wisdom) decided insulation wasn't needed south of a certain point - so even though it's -6 outside - you can't get any room warm because it all just soaks out through the concrete walls.
f**k! What a blunder that was!
We were lucky in Finland - it's common practice there to double-glaze the windows and provide central heating in houses as standard. It is -20 or so degrees Celsius outside, but you for feel it inside.
But the moment you step outside...I recall my mum going to get the mail one winter. She was outside for literally 15 seconds, with a parka, beanie, ear muffs, scarf and snow boots. She came back inside the house, took off her scarf and beanie, and her hair was frozen solid together. After a mete 15 seconds' exposure to te elements. Crazy shit.
