Ruxin and Rafi are both characters from an excellent semi-scripted sitcom called "The League", centred around a group of friends who are all in a fatasy NFL league together.

In that quote, Ruxin approaches Rafi to ask for help in setting his line-up for the Shiva Bowl (their Super Bowl).

Rafi, in his infinite wisdom, encourages Ruxin to masturbate the answer out of himself. Ruxin declares he will think about it, and Rafi declares what he feels about thinking.
