I would venture to say that Adelaide AND Wellington both have strong cases - one means we have a team in NZ's 3 biggest cities and the other means we have all the Australian cities that have at least 1 million population.Looking back and forward, it's all pretty obvious what the NRL want.

After that who knows, but Adelaide, Melbourne 2, Fiji and Wellington will probably put their hand up.
If competition size & depth is a concern, moving the Tigers to Wellington would help rationalize Sydney, make for a 3rd NZ team (Assuming one of he Christchurch bids is in), and put less pressure on the talent pool.Time to talk about it again.

However with Perth, PNG & NZ 2 looking like they're those next 3.. then Adelaide, NZ 3, Brisbane 3, Fiji, Melbourne 2, and where-ever else will need to jostle for teams 21 & 22 (or teams 21-24).
I haven't seen any indication from the NRL they want to do this, and even if they do then there may well be NRL fans & media personalities coming up with the "but.. we have truly terrible teams at the bottom of the table AS IT IS" argument against going past 20 teams once we're at 20 teams.
