I would say he may be 2nd tier only on the fact that for some reason we still have money available in our top tier cap and nothing in our second tier for 2015.

We have just about blown our $440,000 cap for second tier, there are ways we can fix it but it seems the club doesn't want to make the change.

Ta. That's why I was asking......it is conceivable that at the other times that we sought 2nd tier exemptions it wasn't for a player in his position(s), so I thought maybe he sneaks into the bottom of the Top 25....which would encourage his selection.

You know what, I'm not too disappointed with this team. Happy to see Norman at fullback, (thank goodness not Hopoate), Kelly might go ok at 6. The pack looks good and it'll be interesting to see how Nelson goes at 9, he's more a back rower. Dragons will be a big ask but it'll be interesting to see how the boys go.
