The NRL are a joke what would be the difference. Calling the ref a merkin over a decision he just ruled would to me be exactly like calling him a cheat.

Juniors were the financially endowed partner in the arrangement with Souths, but they are actually doing it tough recently. A combination of the light rail construction taking away their parking, and COVID, have led to lean years. To the point the NRL club leased admin space at Juniors Kingsford to assist the juniors club. The NRL club largely took over pathways development too. Privatisation has been the best thing for Souths. They hired extremely capable football and front office staff that have turned the club around, and do it with little waste that you find at some of the other clubs that are funded by leagues clubs. That leagues club money has to be spent, and generally it's not spent well.

Souths seniors simply could have paid back some of the millions they owe the juniors to help them out.
Last I heard the senior admin was still an absolute basket case, high staff turnover. Maybe thats changed this year.

Also while souths juniors do a fantastic job with funding and are very focused on kids playing RL, some clubs do charge a registration fee.

Jack is from Canberra and as such he respectfully put forth a well researched, accurate, nuanced and well thought out position on the refereeing performance. The fact he was fined is probably just a face saving exercise from the NRL because they didnt want to concede his well made point.
