of course he over reacted but it was still a head but and got red carded as he should have

where in the rule book does it say head buts are OK if they are not hit with force

I said it was a headbutt? Where? I said it's not a headbutt in anyones language. More so, implying that your player is a bitch.

well he was good for an assist, his all round play was pretty good too

For mine it wasn't much more than two players bumping into each other. If anything I think it was Vertonghen who has more blame in the contact, then he rolled around as if he was shot.

Players in desperate positions will do desperate things and in this case you can't say it didn't work. Still not my cup of tea, poor form.

Yes, I did see it. Like Lemon Squash said, it was nothing more than 2 players bumping into each other, or at worst, very unconclusive evicence of a head butt. The Dnipro has leant in with his shoulder expecting Vertonghen to walk into him, and their heads unfortunately tap each other as well. I feel it was maybe pre-meditated by Vertonghen.

like I said it was an over reaction by Verts but premeditated is drawing the long bow

More than just an overreaction. IMO he's walked into the guy without even trying to halt his movement, knowing that he will get physical retaliation from the Dnipro player, so it's very possible that he a) expected to get a tap on the head and b) as a result pre meditated that reaction. If you're trying to shoulder someone else's shoulder that's shorter than you, then your head is going to naturally tip more downwards. It's possible that Vert. realised this, and then realised that he could get contact with the head. Pre-meditated shit, possibly like this, happens in football all the time.
