They dont need to, its the clubs job to do that...The club would need to play all 12 games in Melbourne to have any hope of being accepted by Victoriansm. Its odds of winning over Victorians are as low as a joint venture between Brisbane Tigers and North Sydney Bears being a hit in Brisbane.
My main take away from all this is the ARLC will need to invest a lot of resources in Adelaide, Melbourne and Perth if it wishes to grow a sizeable fanbase and player base in these markets. Storm are still treading water. The litmus test for them will be when their success dries up. Bellamy cannot go on forever. The other clubs are catching up with the Storm off the field.
I cannot see the ARLC investing in non-RL markets.
Aka the bears to promote and provide their investment and involvement in that area if they are playing there, the ARLC just need to hand them a licence, which entitles them the access to the grant.
All the clubs are autonomous, they dont answer to the arlc, its actually the other way round, and the governing body, the NRL are there to set the rules and keep each club abided by them, but as far as resources, thats all the clubs now, they all do their own thing
As for 12 games in the market city, i doubt thats a necessity, for areas like Melbourne, when the storm are already there, and Adelaide where there is a low percentage of RL fans, its one loop hole these bears would use to get "their heritage NSO" matches
