The license fee is "give us a deposit so in case you fail (and only if), we won't have to use our accrued saving to tidy up the mess"

The clubs won't like it if it's gone from getting a bigger grant to allow for expansion to the ARLC paying to run an expansion team. That's gotta be plan Zis Plan B not the NRL-owned and operated path that has been reported?
