The
NRL has green-lit Perth’s expansion bid after a new $50m commitment from Western Australia revived the North Sydney Bears’ hopes of a 2027 comeback.
Talks stalled after WA Premier Roger Cook accused the NRL of treating the state as a “cash cow”.
But his revised proposal has reportedly been approved in principle by the ARL Commission, with crunch meetings and final negotiations to come.
The Bears’ arrival would be the second in a staged expansion, after the Dolphins arrived in 2023 with Papua New Guinea set to become the 19th team in 2028.
The ARLC met on Wednesday morning and endorsed the increased financial offer to base the Bears in Perth.
The provisional agreement requires approval from NRL clubs and the Rugby League Players’ Association before final negotiations with the WA government.
The NRL has reportedly scheduled a Thursday meeting with a club subcommittee and will consult the RLPA following the commission’s conditional backing.
WA initially pledged a $20 million centre of excellence in Malaga and $35 million for grassroots programs, while the NRL sought $120 million over a decade.
Both sides reportedly compromised to advance negotiations with the revised bid worth $50m.
Once rubber-stamped by the clubs the deal would see the return of North Sydney to the top-flight competition after 25 years in exile.
The NRL earlier dismissed a private consortium bid led by Cash Converters’ Peter Cummins, which refused a licence fee before later proposing $20 million.
The league opted instead to partner with the WA government.
Under the proposed model, the NRL would initially operate the team before transitioning ownership to members and elected directors.
The WA government would co-fund community, pathways, and infrastructure projects.
