No it doesnt at all. Burleigh play in the BRL but you can hardly call anyone from there a Brisbane junior.
I think this stems from the fact that when we call a player a junior because they played all their junior footy (ie Jersey Flegg etc) with us then we always have the arguement that they are not "local" thrown in our face.
So in theory Johns is not a "local" junior as Cessnock is not part of Newcastle.
I just think you cant have your cake and eat it to.

Cessnock is part of the of Newcastle in RL terms, just like Fairfield is part of Parramatta, Ryde is part of Balmain, Campbelltown is part of Wests etc
