Man, how can you choose?
I was 8-18 in the 90's and had different tastes during that time. Some I loved because they were great, some I loved because I was young and dumb (but still love them today).

Jurassic Park
T2
Braveheart
The Rock
Scream 2
Saving Pvt Ryan
Mortal Kombat
Con Air

I'm going to take the "90s movie" to mean something that just absolutely SCREEAAAMS 90s when you watch it now. A great movie that is dated to all hell.

For that reason, I am going to go with Clueless, followed by Empire Records, then Don't Tell Mom the Babysitter is Dead. All classics when viewed as a kid/teen, and tremendous nostalgia machines to watch now.

Or for knee slappingly bad 90s tech movies, see Hackers and The Net (with that girl from the bus)

If it had a soundtrack by a munted Kurt Cobain and came with Urkel glasses it would figuratively be a time travel machine to the 90's.
