I mean smoking woe-be-tide, isn't it obvious? Look at their roster, even just look at their forwards. Bailey, Douglas, Taylor, Bird, James, Harrison, Minichiello, Bird, Srama, Myles - its a disgrace they, yet again, failed to show up. Their wings Gordon and Mead, deadest dynamite. Idris stopped eating KFC for half a season and looked to be going ok. Sezer has a boot and a half on him and Kelly was running like a madman at times.
Hopeless underperformers. You'd be hard pressed to fit their roster under a salary cap yet they do nothing, year in year out.
I'd say the Dragons simply because I still feel they have a roster that's capable of getting in or at least close to making the 8 but the title certainly goes to the Warriors. A few months ago they were pinned as a team that could go the distance and trouble the top 4.
Teams like the Tigers and Raiders I'd go easy on. Both struck with major off field issues, Canberra far worse and the Tigers' injury toll was easily the worse I've seen in quite a few years.
