Actually Both need addressing.
St George Illawarra need to highlight the issue and NRL need to acknowledge it. From there hopefully a resolution will take place prior the 100 year club celebrations.

The Club should be contacting NRL new boss, Peter V’Landys. He is a Dragons fan, so why not correct this whole Premiership tally fiasco and acknowledging the combined history.
