Like I said, I didn't here the ref call time off.
But if he did as you say, he f**ked up as he shouldn't have.
Spot on. Kickers are given 90 seconds (far too long IMO) and it's not up to the ref to change that rule on the fly. Soward was given his allotment of time to waste in dropouts and such when Penrith were in front. No reason to start changing things when the lead changes.
As it turns out (mentioned on Triple M so make of it what you will), the NRL timekeeper had his view obstructed because the crowd were on their feet. So missed the initial indication of time-off from the ref.
