I think it's a combination.
The lack of development to unlock the potential of our players has been horrible to watch.
JDB and Friz are the best examples. They should both be great forwards by now but they are still not living up to their potential. If either was playing under Bellamy, Bennett or Hasler their highlights reels would be endless.
Other examples are Dugan (passing game) and Rein (vision, passing game)
All four of these guys have been around for a while and they have not improved their deficiencies. So in that sense it's the cattle, but I think the reason behind it is the years of poor development.
I think with proper coaching all four should be walk up starts for the blues.
