There is not a single statement from the NRL in the article you linked. IIRC, the NRL made a rebuttable assumption that the future promised payments would be made and would be assessed under the cap. The club was then allowed to present contrary evidence on a case-by-case basis

And.....Manly are having $330k a so per season deducted from their allowable cap expenditure.....
