This had to be the only reason, hopefully he has learnt from his mistakes. But yeah you have to worry when no other club has wanted to touch him.
But also what other jobs has he applied for and has been over looked for ?
Apparently he has just missed out to Stuart last year for the eels job
Also since he left Souths, realistically what other jobs have become available where he was a chance ? Nrl jobs don't come up very often. Since he left Souths here are some of the jobs that have come
Tigers - yes he could have been an option. But other good options were also overlooked
Dragons - recruited internally
Dogs - hasler enough said
Souths - no chance
Roosters - recruited an internal candidate that had gone oversea for opportunities
Cowboys - yes could have been an option but no media reports he applied. Also may have focused on eels job
Warriors - as above
Manly - recruited internally
Knights - Bennett enough said
Penrith - they were looking for an experienced operator
Broncos - recruited internally
Eels - targeted Stuart but was nearly selected
So there were only two opportunities (warriors and tigers) and considering how many candidates there are it really doesn't mean being overlooked is an indication of ability.
Arthur has now been over looked for maybe three jobs (cowboys/eels and maybe tigers) that doesn't mean he doesn't have the ability to be the head coach just that he hasnt had the opportunity. In fact he was overlooked for the cowboys job by green who wasn't even an assistant coach but the under 20 coach - does this mean he is crap? No
