Missed Canberra , doesn't change the overall point.

Yes some clubs do make the finals more often than others , there's more to winning than the salary cap, but it still helps.

You've missed my point too.

Richer clubs will always be on top regardless if there's a salary cap or not.

The salary cap does an ok job at present. It keeps teams from going bankrupt too. Some people need to be protected from themselves lol.

With tpas increasing and now just being used as salary cap topups it could be a worrying future for some teams. That said parra got a really soft penalty so why not cheat the cap

you don't know that other teams aren't as the NRL said Parra were OK for this year

http://www.theaustralian.com.au/spo...s/news-story/b85b780c5ca1da9ac23e1196b472c71b

Smith also revealed the club had become salary cap compliant only this season, helped significantly by superstar Jarryd Hayne?s decision to leave the Eels to pursue a career in the NFL. The Eels are also compliant for next season, meaning yesterday's events should have no impact on the signings of Manly five-eighth Kieran Foran and Newcastle backrower Beau Scott for 2016.

so unless every club gets anally probed like Parramatta were then the NRL has nfi

Time to open this shit up. Third club to cop it since 2004. Folks may think if the club is willing to take the risk, they should suffer the consequences, but this looks awful for the game itself.

NFL is as transparent as you can get. Salaries are made public. NRL needs to head down this route if it intends to be serious about eradicating salary cap cheating from the game. that or, actually be vigilant about monitoring it which could take a heap of resources. waiting until there is a sniff of an issue to delve deeper into club accounts is basically asking for trouble.

Agreed, all American sports team wages are made public and I get its a different sporting landscape and environment but it would cut a lot of the BS and questions that go on with the salary. It would make things more open and transparent.

Now the fallout begins. And these are the questions on the tip of not just every blue and gold tongue, but those of every NRL fan and casual league observers too.

Which players will the Eels release in the short-term?

The Eels have been playing in 2016 over the salary cap and need to shed players immediately to begin playing for points.

They effectively have nine days before their next game, a round 10 home clash against the Rabbitohs on May 12, to get their house in order.

A mid-season fire sale is now a real possibility with salary cap auditors estimating they’re currently operating around $570,000 above the cap.

Three-quarter Ryan Morgan has already joined Melbourne on somewhat of a loan deal for the rest of the year, with an option in his favour to return to the Eels in 2017 as he has a two-year-contract with the Eels.

Interestingly the club is still paying local junior Ryan Matterson who is now at the Roosters.

The Eels have $70,000 of Matterson’s wage sitting in their second-tier salary cap for this season despite him leaving the club at the end of last year.

Junior Paulo could depart immediately given he’s signed for Canberra already next season.

In-form prop Junior Paulo has signed on with the Raiders from next year, but he could switch clubs sooner with the Green Machine able to accommodate him under their cap for this season.

For the Raiders to bring in Paulo, it’s understood they would need to release Mitch Barnett.

Newcastle are keen on signing the 22-year-old forward.

The likes of Danny Wicks, Issac De Gois, Cameron King and James Hasson are also without a club for next season and could all be moved on prematurely.

The elephant in the room remains the hefty sum chewed up by the injured Anthony Watmough, who is unlikely to take the field again due to chronic injuries.

Recruited on a $750,000 four-year deal, insurance issues dictate whether Watmough’s retirement would free up sorely needed cap space, or whether it will have to be found elsewhere.

If Watmough is granted an insurance payout, his wage won’t count on the Eels’ salary cap for next season however that doesn’t help the club in the short term.

The Eels have to shed players to keep their season alive.

In any case Parramatta have upwards of 20 players off-contract at the end of this season, headlined by five-eighth Corey Norman and hooker Nathan Peats.

Up to this point, contract negotiations have remained in a stalemate because the Eels have been waiting on the outcome of the investigation.

With the cap saga over, player managers will now be able to resume talks with the club.

Norman, who reportedly wants upwards of $800,000 a season, is a priority signing, but it remains to be seen if the club can offer such an amount.

If the club can’t come to the party, rival clubs are ready to pounce — the Roosters and Panthers have already been linked to the former Bronco.

The other cog in Parramatta’s spine is Peats, who has found a new lease on life since joining the club in 2014.

If the club aren’t able to offer the classy rake a contract for next season, the Gold Coast loom as possible destination since they have Daniel Mortimer, Nathan Friend, Kierran Moseley and Matt Srama all off contract.

Fullback Michael Gordon, who only joined the club for this season, wants to play on next year but may have to do with another team.

With the club’s reputation in tatters, future recruitment could become a real problem for the Blue and Gold — you can’t blame players and their managers steering clear.

You can't stop TPAs it's not an NRL thing it's a fact of life.

You can't stop TPA's, but the NRL has the right to frame rules which govern their use.

Basically this is a topic for another day but the correct formula is a sliding percentage of the players total salary based on years of service.

0%-50% based on years at the club.

0% TPA's initially but a separate fixed Marque player allowance that can be used to recruit elite talent.

Basically there should be more reward for developing talent, and it should take longer to build a team based solely on recruitment.

In the case of Parra all of the spine, including the backup hooker are recent recruits.
In the backline and forwards are also many recruits, Parra has an enormous junior area with a lot of local talent, so why are they so heavily dependent on recruitment?

The simple answer is the current cap rules do not reward player development.

and the top four seems to be getting more regular every year

In what way?

The Roosters, Bunnies and Manly were top 4 mainstays just two or three years ago, and their run has come to an end. The Broncos and Cowboys have emerged. As have the Sharks for that matter.

The only consistent force that has been in and around the top 4 in recent years is the Storm and that's because they have had one of the greatest halfback, hooker, full back combination of all time.

Then how do account for the Cowboys being on top? Not a rich club.

Manly have been successful in recent years and aren't rolling in cash.

Sharks are equal top this year and are as poor as they come.

Canberra is arguably the top 3 richest and hasn't done anything. Ditto Penrith are also a pretty well off club.

Richest club is Brisbane & they are in their longest premiership drought in their history.

A rich team, will find rich people to introduce to player managers,

A poor team wont,

The End.... its a joke, ban the TPA...

As has been pointed out, the only rich club who is doing well at the moment is the Broncos. And they haven't won a comp in a long time.

OK so 10 seasons is a drought for the Broncos and they have made the finals every season except 2010.

Sharks have a financial windfall with their property development and have recruited well off the back of that.

During Manly's reign they had just killed off the Bears and had a huge investor in Delmege.

When Souffs won the comp Rusty had just pumped a lot of money into the club.

Storm top 4 mainstays during their salary cap breaches.

Bulldogs same as above.

**Edit** Roosters have a huge investors and making finals almost every season.

See a pattern yet?
