    it isn't unusual to have different rules for the same sport in different competitions. Pretty sure in basketball they had different court layouts in the NBA compared to internationals (till recently at least) Similarly cricket used to have 8 ball overs when played in Australia but not overseas

    I guess that is the thing. For him to go to NRL they NRL club would have to take a risk and pay overs for someone who hasn't played the sport. It is lower risk going for a junior or established RL player
