    We want members that will bring value...if they bring value, why would they pay a fee? Perth isn't my first choice but they certainly bring value and the more financially sound they are the more value they bring. I'm not convinced PNG bring value and thier fee is substantial.

    It's not inevitable at all. Unless the NRL are paying for it, it won't happen. Clubs aren't flying 20 reserves around the country every other week and putting them in hotels by choice. And to do that, then you're going to have to pay them to be full-time!
