Literally the only good thing the game has done since 1998 in regards to proper expansion was to bring in Melbourne and agree to fund Storm to keep them growing into the huge club they are now.
NRL are not orpahns in the myopic failure to grow RL, England, France, IRL all remain stuck in its traditional areas whilst shtter sports like Union have managed to spread their roots around the world.

Perth could work to some degree, but it will never be one of the stronger clubs. If I had to choose between Perth, Christchurch and PNG then I would expect the latter two to generate more players and a larger fanbase than Perth.
