For example that delivery there, what purpose does it serve when that isn't given out. That delivery should be rewarded.

I agree it's understandable in the time before reviews. But now with reviews you can reward good accurate bowling and if a batsman feels wronged he can review.Batsman should be able to leave balls outside the offstump without concern about cowboy umpires fingering them for one that moves a little bit.
The new tech proves whether a ball was going to come back enough to hit or not. This tech didn't exist when the rule was introduced.
If there was no protection for the batsman, they'd be given out when a ball jags or spins with the umpire speculating whether it would have come back enough to hit the stumps or not. They are already under enough pressure, the last thing they need is being faced with those decisions.
Good rule, should stay.
It also prevents the Indians from appealing every time a ball hits a pad
